Senate Approves Measure to Prevent Illegal Aliens from Accessing Public Benefits

HARRISBURG  – The state Senate approved legislation today that would prevent illegal aliens from receiving public benefits, according to Senator Richard Alloway II (R-33).

Senate Bill 9 requires an individual who applies for public benefits to provide identification to prove legal citizenship, such as a photo ID, birth certificate, U.S. passport, census records, early school records or other identifying information. The bill will prevent illegal aliens from siphoning benefits that are designed for legal state residents, such as Medicaid, welfare and in-state college tuition.

"With the recession placing greater strains on public benefit programs, we cannot afford to lose tax dollars to fraud or abuse," Alloway said. "Providing benefits to individuals who are in the country illegally is a drain on the system that hurts those who truly need benefits to get back on their feet."

Applicants who cannot confirm their citizenship have the option of executing an affidavit affirming their legal residency. An individual filing a false affidavit would be subject to prosecution.

Senate Bill 9 was sent to the House of Representatives for concurrence in Senate amendments.
